The trace above is a single snapshot. A problem that comes and go — which is what an intermittent timeout usually is — can easily hide between snapshots. A tool called PingPlotter watches the same route continuously and draws where packets are being lost, which is far stronger evidence.
This takes about ten minutes and needs permission to install a program, so please skip it on a locked-down work computer. The free version does everything we need.
